I don't see the privacy issue. Armstrong went into this guy's shop- not the guy into Armstrong's home. Armstrong, so far as we know, made no requests to save, preserve, or specifically destroy his hair clippings. He abandoned them, in essence.
Armstrong is within his rights to take steps to prevent such things in the future, but -suing- this guy is just dog-in-the-manger crap to me. If Armstrong wants to protect his privacy, he can cut his own hair, or at least collect his own clippings. He certainly shouldn't abuse the legal system to punish his barber for his own oversight.
