No hot water?

Check the safety on the heater, and restart it if the pilot has gone out (if you have a pilot). If your water heater is electric, either in ignition or in the actual heating, turn on the hot water somewhere and feel the output pipe from the Water heater. If it isn't getting hot, see it there is a simple problem, like a tripped breaker (happened to me, cost me $60.00 for the Plumber to push the breaker back to the on position...yeah, I learned something that day).
There's a tap on the side of the Water heater, near the bottom. Put a hose on it, run it outsice or down the drain, and open it. Built-up crud in the bottom of a water heater can do that,(no hot water) and flushing fixes it real easy. You had the plumbers out...did they screw-up the pipes? First, though, make sure the Heater works; then fiddle as outlined above.
Final option: Heat a soup-kettle on the stove...
Some days it just doesn't pay to get up, does it?

Hope you can get the water situation sorted out cheaply, and sorry to hear about everything else that's been going on. Karmaically speaking, aren't you due up to have your leg broken when a huge sack of money gets dropped on you from a bus speeding by, or something?

And thanks for the continuing posts on the political side. It's definitely thought provoking stuff.
