Watching Torchwood...

My reaction to a certain development:

"You had no breath? If you can't breathe, HOW ARE YOU TALKING? STUPID, STUPID FUCKING WRITERS!"

Jeez. And I thought it was just the darker tone that had me less inclined to watch that show than Doctor Who...

Spike and Angel (and all the other vampires) talked even though they weren't supposed to be breathing. It was a plot point a couple of times.

OTOH, if this was a regular human you're talking about... yeah.

Maybe the phrase refers to what this person does when he/she isn't talking. If they want to talk, to say something, then they inhale and then make noises...like politicians. If they aren't talking, they don't breathe (see above).
